Canada Energy Regulator Rebrand

As sole strategist and designer, I led the end-to-end development of the brand and brand strategy for the transition of the National Energy Board (NEB) to the Canada Energy Regulator (CER)—a pivotal shift aligned with Canada’s evolving energy landscape and new federal legislation.

This multi-phase engagement included deep consultation with internal stakeholders, intergovernmental partners, and public representatives. I designed and facilitated a series of workshops that uncovered the institutional legacy of the NEB, surface tensions around public trust, and clarified the CER’s future-facing mandate—centered on transparency, independence, and Indigenous reconciliation.

The resulting brand strategy repositioned the regulator not only as an oversight body, but as a trusted, responsive energy partner for Canadians. This included a new brand narrative, identity system, and communications framework to support both internal culture shift and external engagement. The work spanned strategic naming recommendations, audience mapping, brand platform development, visual design, and activation planning.

By integrating design thinking with governance communications, the CER’s new identity launched with clarity, credibility, and a renewed public mandate.
